These activities encountered a strong resistance from some groups of the society. The Russian State Duma (formed mainly by communists at that time) supported the campaign against the program, and its funding was excluded from the state budget in 1998. Programs of sexual education were never introduced in schools. (Действительно в школах нет полового просвещения?)
The Government seems to be moving towards the decision that would restrict access to abortion. (Вот не удивлюсь вовсе, если скоро появится такая инициатива).
